The Bar Mitzvah is the coming of age of 13 when a boy becomes a man in the Jewish community. It signifies the time in a person's life when he accepts all responsibilities of upholding the Torah and it's mitzvot.
Traditionally, a Bar Mitzvah boy will be called up to the Torah for his first Aliyah and will also don tefillin for the first time.
